When POPLA is the right route
POPLA is usually relevant only after you have already appealed to the private parking operator and the operator has rejected that appeal. The rejection letter should tell you whether POPLA applies and should provide the 10-digit verification code.

What to check before starting
Do not rush the POPLA form. POPLA says evidence should be added up front because you may not have the chance to add more later. Build the appeal around the reason the operator rejected you, not just a general complaint that the charge is unfair.

After you submit to POPLA
After submission, POPLA says the parking operator can provide its evidence pack and you may have a chance to comment on it. Read that evidence carefully. If it contains wrong assumptions, missing photographs, unclear signs or incorrect timing, respond within the time POPLA gives you.
POPLA says there are two possible outcomes: the parking charge is cancelled, or you are asked to pay. POPLA also says it cannot reconsider an appeal simply because you disagree with the decision, so get your evidence and arguments right before submission.
