What does ANPR double dip mean?
A double-dip allegation usually means the parking operator’s system appears to have captured the first entry and final exit, but missed an exit and re-entry in between. That can make two short visits look like one long stay. The key issue is whether the operator can prove one continuous period of parking, not merely two camera images.

Evidence that can help
- Receipts from shops, restaurants, petrol stations or appointments during the alleged stay.
- Phone location history showing the vehicle or driver left and returned.
- Dashcam footage, vehicle tracker logs or journey history.
- Payment app screenshots, parking receipts and bank records.
- Witness statement from a passenger, worker, shop staff member or person you visited.
- Photos of signs, payment machines, entrances, exits and traffic queues.
Operator evidence to request
- All ANPR reads for your vehicle on the date in question, not just two selected images.
- Entry and exit photographs with timestamps and location data.
- Any unmatched or orphan camera reads around the alleged period.
- Payment machine or app logs for your vehicle, payment card or session.
- Current signage evidence and site map showing camera locations.
- The POPLA or IAS route if the first appeal is rejected.
Grace period and payment timing
Do not assume the camera time is the same as parked time. ANPR records movement past cameras, not necessarily the exact period parked in a bay. The Private Parking Code of Practice includes a 10-minute grace period at the end of permitted parking, plus consideration time to find a space, read the terms and pay. Check whether the alleged overstay or payment timing falls within this before accepting the charge.
Stronger points
- The alleged overstay is close to the grace or consideration period.
- You can show payment was made before leaving.
- The site layout or queues made it take longer to enter, pay or exit.
- The operator has not separated driving time from parked time.
- The charge relies only on two selected ANPR photos.
Weaker points
- You have no evidence that the vehicle left and returned.
- The alleged stay is much longer than paid time and you cannot explain it.
- You ignore the signs, payment terms or actual notice wording.
- You miss the appeal deadline without explanation.
- You send a generic appeal that does not address ANPR evidence.

POPLA or IAS next steps
If the private parking operator rejects your first appeal, read the rejection letter carefully. POPLA normally requires a 10-digit verification code from the operator rejection letter. Some IPC operator cases use IAS instead. Council PCNs do not use POPLA or IAS.
POPLA says evidence should be added up front because you may not be able to add it later. For ANPR cases, that means uploading the best proof you have of separate visits, payment timing, being elsewhere, signage issues or the operator’s incomplete evidence.

What if it has gone to debt collectors or court?
