Private Parking Ticket Appeal: Complete UK Guide

A private parking ticket is usually called a Parking Charge Notice. It is normally issued by a private parking company for an alleged breach of the parking terms on private land, such as a retail park, supermarket, hospital, residential development, airport drop-off area, station car park or privately managed pay-and-display site.

This is different from a council Penalty Charge Notice, even though both are often shortened to “PCN”. GOV.UK says council PCNs have their own challenge route, while POPLA describes itself as an appeals service for private Parking Charge Notices issued on private land. That difference matters because the evidence, wording, deadline and next step can be completely different.

Private parking ticket appeal: first check what notice you have

The first mistake many drivers make is writing the wrong type of appeal. A private parking ticket is not appealed in the same way as a council ticket. Some private operators make their notices look official, and the wording can be confusing, especially because “PCN” can mean both “Parking Charge Notice” and “Penalty Charge Notice”.

Before you write anything, read the top of the notice and identify who issued it. Look for the company name, trade association, location, reason for the charge and appeal instructions. If the notice names a private company such as ParkingEye, Euro Car Parks, APCOA, CP Plus, UK Parking Control, Smart Parking, Horizon, GroupNexus, Civil Enforcement, Premier Park, NCP or another private operator, it is likely to be a private parking charge. If it names a council, Transport for London, a public authority or an official enforcement body, the route may be different.

Private parking ticket deadlines: what to check

Your deadline depends on the operator, notice type and stage. For a first private parking appeal, follow the deadline printed on the Parking Charge Notice. For POPLA, you normally need the 10-digit verification code from the operator rejection letter. POPLA says evidence should be added up front because you may not be able to add it later.

If the rejection letter gives you an IAS route instead, read the IAS instructions carefully. The IAS warns that the operator may withdraw from a standard appeal or refuse the ability to appeal if you pay the charge before or during the appeal. That is why the “should I pay first?” question matters.

Evidence for a private parking ticket appeal

A strong private parking ticket appeal is usually built around evidence, not anger. The operator has alleged a breach of parking terms. Your job is to show why the charge should be cancelled, reduced, reviewed or not pursued based on the facts and documents.

Start by saving a copy of the notice, envelope, rejection letter, online portal screenshots and any photos. If the appeal portal has a character limit, keep a copy of the fuller version separately and upload evidence where allowed. If you speak to a landowner, shop, hotel, hospital, gym, employer or managing agent, ask for written confirmation rather than relying on a phone call.

Common private parking ticket appeal grounds

The right ground depends on your facts. A driver who paid but entered a wrong registration needs a different appeal from someone who says the signs were hidden, a permit was valid, or ANPR cameras merged two visits into one long stay.

POPLA or IAS: which private parking appeal route applies?

POPLA and IAS are not interchangeable. POPLA is the route for eligible appeals after certain private operators reject the first appeal and give a 10-digit verification code. IAS is used for many International Parking Community operator cases. The rejection letter should tell you which route applies.

Do not guess. If the rejection letter says POPLA, use the POPLA code within the stated deadline and upload evidence up front. If it says IAS, read the IAS warning about payment and appeal eligibility before making decisions. If the notice is from a council, neither POPLA nor IAS is the normal route.

Private parking appeals in England, Wales, Scotland and Northern Ireland

Most online advice focuses on England and Wales, but parking rules and enforcement routes can differ across the UK. A private parking ticket in Scotland or Northern Ireland should not automatically be treated the same as an England/Wales keeper-liability case. If you are not sure whether you are appealing as driver, keeper, hirer or company vehicle user, be careful with wording and avoid guessing details.

Your notice should state who issued it, where the alleged parking event happened and how to challenge it. Use the route on the latest notice or rejection letter. If the document is an official Northern Ireland PCN rather than a private parking charge, the PEPU/adjudicator route may apply instead.

What if the private parking ticket has gone to debt collectors or court?

A debt collector letter is different from a normal first appeal. Common parking debt collectors include DCBL, Debt Recovery Plus and ZZPS. Check which name is on your letter, who the original parking operator was, the amount claimed, the deadline and whether the document is just a demand, a letter before claim or actual court papers.

Do not ignore a letter before claim or court claim form. The response deadline may be strict, and the wording you need is different from a normal operator appeal. If court papers have arrived, consider qualified advice quickly.
